Arrest in 1984 Portland cold case murder

PORTLAND  -- Portland police detectives arrested 56-year-old Frederick A. Richey Thursday for a deadly stabbing back in 1984. Richey is accused of murdering 28-year old Francis Marie Waites at her home at 5258 NE 24th Avenue on March 23, 1984.
